Chief Probation OfficerBrian McCaughey is the Chief Probation Officer. He is responsible for all aspects of PBNI’s professional probation work. He is the principal adviser to the Board on professional matters and represents PBNI in inter-agency discussions on criminal justice matters |
Mr David Van Der Merwe
Chief Management OfficerDavid van der Merwe is the Chief Management Officer. As such he is the Accounting Officer for PBNI’s expenditure and is responsible for the sound management of PBNI’s human and financial resources. He is the principal adviser to the Board on resource issues and represents PBNI in discussions with the Northern Ireland Office on these matters. |
 Mr Peter Moss
Board SecretaryPeter Moss is directly responsible to the Chairman and Board. He ensures that the Board and its Committees are properly serviced, which includes monitoring developments in governance and regulatory requirements. He currently has responsibility for advising the Board about human rights, equality and good relations and is overseeing the review and updating of all the Board's policies. |
Ms Cheryl Lamont & Mr Paul DoranDeputy Chief Probation OfficersCheryl Lamont and Paul Doran are joint Deputies to the Chief Probation Officer. Cheryl leads on the areas of Public Protection & Victims, Community Supervision, Community Development and the Staff survey and Investors in People. She has line management responsibility for the ACO’s covering high risk and rural areas, Information & Research and the Victims Unit manager. Cheryl’s development responsibilities include restorative justice interventions, reward & recognition for staff and communication. Paul leads on the areas of Prisons, Courts, Assessment and cross Border co-operation. He has line management responsibility for the ACO’s covering prisons & accommodation and urban areas plus the lifers manager and Principal Psychologist. Paul’s development responsibilities lie in effective practice, performance management and workload management and control. Cheryl and Paul report directly to the Chief Probation Officer. |
Mr Graham Kelly
Head of Planning, Policy and Business DevelopmentReporting directly to the Chief Executive, Graham Kelly is responsible for; The management of service planning and business development The evaluation of business performance The development, review and provision of policy Graham is also the designated Complaints Officer for the Probation Board. |
Mrs Maura Canavan
Assistant Chief Officer Finance and Accommodation Maura Canavan reports to the Chief Management Officer. She advises the Chief Executive on all financial matters pertaining to the organisation. She attends Committee and Board meetings when financial matters are under consideration. She ensures that funds are applied only for the purposes authorised by Parliament and that comprehensive procedures and systems are in place to manage, safeguard and monitor the efficient and effective use of all resources including accommodation and assets. |
 Mr Frank Hill
Assistant Chief Officer - Human Resources Frank reports to the Chief Management Officer. He is responsible for all matters pertaining to the human resources function, health and safety, administrative staff training and management training. He attends Committee and Board meetings when human resource issues are under consideration. He is joint secretary of the local Joint Negotiating and Consultative (JNCC) Committee and is Chairman of the JNCC sub committee. |
 Mr Brian McCutcheon
Assistant Chief Officer - Head of I.T.Brian McCutcheon is the Board's Head of Information Technology, reporting to the Chief Management Officer. He is responsible for all the information technology matters including strategy, development, infrastructure, service delivery and IT security. In addition Brian leads PBNI's business and technical input into the Causeway Programme. He attends Committee and Board meetings when information technology issues are under consideration. |
 Mr Andrew Rooke
Assistant Chief OfficerAndrew's main areas of strategic responsibility are offender accommodation, offending behaviour programmes, substance misuse, restorative justice and Community Service. He has operational responsibility for programmes teams in Belfast and Armagh/Ballymena which serve the entire region and for the Duke of Edinburgh Award scheme for which PBNI holds a licence. He reports directly to the Chief Probation Officer. |
Mr Hugh Hamill
Assistant Chief OfficerHugh Hamill has operational responsibility for North Antrim; South Antrim; North West; West; and South - [Coleraine, Ballymena, Larne, Antrim, Carrickfergus, Derry City, Strabane, Limavady, Enniskillen, Omagh, Cookstown, Dungannon, Armagh, Newry and Portadown Offices]. He also has lead policy responsibility for Employability; and Youth Justice. He reports directly to the Chief Probation Officer. |
Ms Roisin Muldoon
Assistant Chief OfficerRoisin Muldoon has operational responsibility for the Greater Belfast area; North Belfast, West Belfast and Lisburn, South and East Belfast, North Down, Ards and Downpatrick. She also has responsibility for the Youth Justice Team, Assessment Unit and IMPACT (Inclusive Model of Partnership Against Car Theft). She has policy responsibility for Community Supervision, Supporting People, Children's Services Planning, Assessment/Courts and Community Safety. She reports directly to the Chief Probation Officer. |
Ms Gayle McGurnaghan
Assistant Chief OfficerGayle McGurnaghan is responsible for all learning and development activity in the Probation Board for all members of staff. The L&D team exists to support all probation services through quality learning and development interventions at all levels. The team is dedicated to providing interventions that are timely, relevant and of the highest possible standard. Gayle sits on many external Boards and Partnerships across Northern Ireland from the Skills for Justice Country Group to the PQ Management Board. Gayle McGurnaghan reports to the Chief Management Officer. |
Ms Louise Cooper
Information and Research Louise Cooper is the Information & Research Manager and is seconded from the Northern Ireland Statistics and Research Agency. She provides performance and management information for the organisation. Louise is also responsible for maintaining an overview of research ongoing in the organisation. She reports directly to the Chief Management Officer. |

PR & Communication Officer Lisa Maginnis is responsible for the development and implementation of effective external and internal communications strategies. She provides PR and public affairs advice and guidance to the organisation. She reports to the Chief Management Officer |
